Appeal of the Ministry of Foreign Affairs
of the Donetsk People's Republic
to the Governments and Peoples of the World

On the 24th of April, Ukrainian armed groups obeying criminal orders of the Kiev junta launched a treacherous attack on the citizens of the Donetsk People's Republic in the town of Slavyansk, using aircraft and armor. As a result, Russians, Ukrainians and representatives of other ethnic groups who stand today shoulder to shoulder, forming a human shield protecting their legitimate right to determine their historic fate died and are dying.

By this treacherous act, illegitimate Kiev authorities trampled upon the fundamental principles of international law that were taken as a basis of the whole postwar world and security, formulated in the UN Charter and its Preamble. The treachery of those actions looks even more hypocritical against the backdrop of the agreements reached earlier at the Geneva Conference on the 17th of April when the Kiev representative affixed his signature to the obligation requiring that "all sides must refrain from any violence, intimidation or provocative actions" and proclaiming "immediate establishment of a broad national dialogue, with outreach to all of Ukraine’s regions and political constituencies".

The diplomatic means of resolving the conflict have come to an end. We do not reckon on any Geneva-2 at a time, when the agreements concluded at Geneva-1 were trampled down by Kiev immediately after the Geneva Statement was signed. We have learned by experience how dubiously efficient the OSCE peace mission is whose inspections are overtly used as a guise for Kiev bandits. At presennt, no binding documents can be concluded with any party to the Geneva agreements except Russia because they have confirmed their political incapacity, pathological mendacity and complete untrustworthiness.

Today we see what the Kiev authorities mean by "broad national dialogue". We concur with the Ministry of Foreign Affairs of Russia in agreeing that the decision on resumption of hostilities in Eastern Ukraine was made by the Kiev authority under the influence of U.S. Vice-President Biden's recent visit to Kiev and agreed upon with him directly. We would also like to draw everyone's attention to the fact that the OSCE reperesentatives'recent visit to Slavyansk did nothing to reach its proclaimed purpose of "sutuation de-escalation"; it rather looked like a visit of military intelligence officers acting under diplomatic cover.

In this connection, we wish to proclaim the following: such actions of Kiev, the USA and the OSCE Mission were by no means a surprise for us. We have warned well in advance that the position of the EU (predominant in the OSCE as well) bears witness to the fact that Brussels does not intend to promote the development of democratic principles in Europe; instead, they are only ready to preclude free expression of will of the people of Donbass and Novorossiya. In our view, this is a result of covert ambitions of the EU and NATO aimed at military and political expantion to the East.

That said, the positions and actions of the USA whose criminal nature is evident for us derserve a separate condemnation on the part of the world community. It is the USA, along with its Kiev henchmen, that bears the brunt of responsibility for the blood shed on the 24th of April and the crimes committed on Donbass soil earlier.

We, on our part, call for condemnation of all the criminals listed below by the world community. They, namely: US President Barack Obama, US Vice President Joe Biden, US Secretary of State John Kerry, the CIA Director John Brennan, as well as the Kiev junta members: Turchinov, Parubiy, Avakov, Yarosh, Kolomoysky and any other persons who will be detected by the investigation as military criminals must incur appropriate punishment. We call out to all the governments and peoples of the world to condemn the crimes of the Kiev regime and to demand for its international isolation, as well as for a trial of war criminals.
