of the Donetsk People's Republic
Regarding the So-Called "Poroshenko Plan"

On the 20th of June, 2014, Peter Poroshenko, self-declared Commander-in-Chief of the Ukrainian Armed forces made public a plan that contained a demand that the troops and forces of the Donetsk People's Republic and Lugansk People's Republic opposing him lay down arms. Actually, the main demand of this plan is that the Armies of the DPR and the LPR must capitulate and disarm.

On Monday, the 23rd of July the EC Council for Foreign Affairs will discuss these proposals put forward by Poroshenko. The EU and the USA are already making efforts to force the Russian Federation to support this plan on pain of imposing new sanctions against it.

In this connection, we would like to draw attention of all our partners and mass media representatives to the fact that it is impermissible to treat this document as a "peace plan". We draw attention to the fact that a demand for unilateral capitulation and laying down arms can under no consequences be considered as a peace effort. This documents is just another manifestation of Kiev's aggressive policy towards the DPR and the LPR, a tool of deceitful war propaganda and coordinated political pressure on part of Kiev and the NATO countries.

Any persons who talk about any "peace plan" in existence, including responsible OSCE politicians, are overtly lying to their peoples and the international community. We call to condemn such statements and appraisals uttered by those hardcore liars, including Mrs. Catherine Ashton, the Minister of Foreign Affairs, of the European Union, and other substandard politicians of this kind.

Besides, we would like to draw attention to the reputation of Mr. Poroshenko himself who recommended himself as a serial liar within a short period of time. He repeatedly uses manifestly false statements in order to justify the criminal objectives of his policy in the East of Ukraine. For instance, two weeks ago he claimed a ceasefire that very week. We presumed in advance that no ceasefire will take place, and in the final analysis we were right. A week ago this propaganda move was repeated with the same result. This week, Poroshenko made public another portion of his false proposals concerning some new "ceasefire" that certainly will not be fulfilled. The only purpose of those statements is to lay a smokescreen of lies over a new series of war crimes committed by the Kiev regime and to create favorable external conditions in order to continue committing those crimes.

Probably, a person who lied three times at a stretch on the same occasion and in the same words cannot have credibility of seasoned politicians. However, we hear again the naive claims of some responsible persons who voluntarily retransmit those elements of Kiev war propaganda and dub them a "peace plan", thus joining this propaganda on the side of the Kiev regime.

We call everyone, including the Russian Federation, to immediately judge these initiatives of Kiev exhaustively and justly as cynical and false political moves, as attempts to conceal the war crimes committed by Kiev and to mislead the world community. We are confident that all responsible politicians who really strive for peace in the region are obliged to condemn these false claims of Kiev and to call for real peace, that is, to complete and immediate ceasefire without any preconditions being a sine qua non for the start of peace negotiations.
