Regarding the Shooting of Buses Carrying Children
by Punitive Operation Participants Acting on Orders from Kiev

On the 29th of July punitive operation participants acting on criminal orders from Kiev shot at two minibuses that evacuated a group of women and children from besieged city of Gorlovka. As a result of precision fire aimed at civilians, a 3-year old boy died; the majority of passengers were wounded, some of them badly.

Continuing their policy of cynical lies, the mass media controlled by Kiev hurried to shift responsibility for the above events on the DPR militia. It is important to note that such media war tactics is used by Kiev on a permanent basis, starting from the May 2nd events in Odessa where, according to the same Kiev media, 48 persons "burned themselves alive". Other instances of civilian deaths were described in a similar manner. However, in this case such information looks especially absurd since there were wives and children of militia men among the evacuees.

Artillery fire at areas, including indiscriminate use of Grad and Uragan multiple rocket launchers against residential neighborhoods, air raids causing the decimation of population and destruction of civilian infrastructural facilities, the use of phosphorous and cluster ammunition against residential areas in violation of bans imposed by international conventions are among the most widespread types of war crimes committed by the Kiev military on a mass scale in the territory of Donbass since April 2014. The Kiev forces take such actions on the daily basis and several times a day.

It is important to note that we are entitled to classify the shooting of a bus carrying women and children and other similar events of fire precisely aimed at civilians as premeditated mass murders of civilians on the grounds of hate. Such crimes have no limitation period, and retribution for them is unavoidable, no matter how hard would the criminals try to cover up their crimes.

However, as long as the Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Ukraine has not been set up, death squads acting on orders from Kiev implement the policy of genocide and ethnocide. Precisely that was their mode of action in Slavyansk and Kramatorsk on the 24th of April, the 1st and the 2nd of May, in Lugansk on the 2nd of July, in Gorlovka on the 28th of July and in many other places.

Other war crimes were also committed by now: the use of chemical weapons in Mariupol on the 6th of May, and in Slavyansk on the 30th of June, the use of cluster and incendiary ammunition in Lugansk on the 2nd of June , in Semynovka on the 11th of June, in Donetsk on the 26th and 29th of July; the murder of unarmed wounded persons in Krasny Liman on the 3rd of July, the shooting of a sanitary vehicle in Donetsk on the 27th of May, the misuse of the emblems established by the Geneva Conventions in Slavyansk on the 3rd of May, the use of choking and blinding gases in Slavyansk on the 29th of June and other crimes.

The Ministry of Foreign Affairs of the Donetsk People's Republic would like to remind everyone concerned that every instance of such crimes is recorded and the participants of punitive actions will not escape a harsh and fair trial.
